The hotel room is empty.

You are in the same room as the last person who stayed there.

The door opens, and a person is standing in the doorway.

“I’m going to leave for the night,” they say.

You take a breath and look out the window.

“He’s dead.”

You have never seen this before, but the room is now empty, the doors are closed, and the ghost is standing at the door, talking to himself.

What you have witnessed is the story of the Hotel Del Luna, an abandoned hotel in the Rwandan capital of Kigali.

The hotel is a part of the Rwanda National Historic Site.

It is owned by the Rwandans in partnership with the Belgian Embassy, the Belgian Agency for Tourism and the Rwands Tourism Office.

It has been closed for over a year.

The story of this hotel dates back to 1992, when Rwandan dictator Laurent Gbaganda fled to Rwanda to avoid a genocide, which claimed thousands of lives.

A group of local businessmen, who were also guests of the hotel, found it abandoned and decided to renovate it.

The company hired the French architect Jean-Pierre Ropoldi and the German architect Hans-Jörg Roeselius to create a new hotel.

The Hotel Del Luna opened in June of 1997, a little more than three years after Gbagandas departure, but it was not long before the Rwans Government took control of the property.

The building was converted into a temporary residence for the Rwanda Government, and its main purpose was to house Rwandas military.

At the time, it was home to about 20 people, including a group of Rwandicans who were living there at the time.

A small hotel has been living in the hotel since then, and was purchased by the Belgian agency, the Rotschaus Museum.

According to the hotel’s website, the hotel has over 4,000 rooms, all of them with a view of the town and the nearby mountains.

According the website, there are 3,000 guests in the guest house, but only about 700 guests have stayed at the hotel.

“We don’t know how many of them are still there,” the website states.

The Rwandanan government is still refusing to allow the guests to leave the hotel and to move to a different hotel.

They have also not offered any compensation.

When the hotel is closed, the people who stay there must wait for another hotel.

For several years, they have been waiting for another new hotel to open, but each time they have lost their money.

“Our house is not worth much, and we have no money to buy anything,” said Sondre Tzakani, a member of the local Chamber of Commerce.

“So we are trying to find another hotel.”

The Rwandan Government is also refusing to pay the hotel rent.

In an interview with Al Jazeera, the Rwanda Embassy said it is aware of the situation.

“The Rwandan government has not yet responded to the requests of the international community for compensation for the hotel,” it said.

“In any case, we are unable to provide any assistance as it is the responsibility of the RwANDAN government to investigate and collect the necessary information for its future management.

In addition, as the Hotel Rotschi has been operating without the Government’s approval, the Government has not paid the hotel any money for the last years.”

The hotel has no running water, and has no electricity.

The Rotschaum museum is in a poor state, according to Sondra.

The rooms have no heating, and there is a lack of toilets and showers.

“It is hard to sleep,” she said.

The International Rescue Committee has also not been able to help, according the embassy.

“Despite our attempts, we have been unable to get information on the condition of the remaining guests,” the embassy said.

And that’s just the hotel itself.

The other three hotels are owned by foreign investors who are paying for them, and it is not clear how much they are paying.

According a report by the UN Human Rights Council, there have been at least 30 incidents in the last five years of violence at hotels, including four cases of rape.

In 2013, the International Commission of Jurists reported that the Rwanyan Government had committed a crime of “unlawful detention” in a hotel in Kigalia.

The ICCJ said that the hotel was not properly licensed and had not been inspected by the Government, which means the RwAN Government did not properly regulate its premises.

The Government of Rwanda did not respond to Al Jazeera’s requests for comment.

The problem of the hotels is not limited to Rwanda.
